The Role

Like any form of infrastructure, ensuring that the UK’s airspace is fit for purpose is vital to enabling a thriving economy and a safe aviation environment for all participants. The UK has some of the most complex airspace in the world and its modernisation represents a ground-breaking moment in the UK’s aviation history. As an Airspace Modernisation Lead you will act as a subject matter expert on technical and strategic elements of the strategy. This includes, commercial / general flight operations as well as air traffic management / control experience. You will work with a wide variety of partners, in the CAA and beyond, to ensure that the airspace modernisation strategy (AMS) delivers on its goals for the total modernisation of UK airspace by 2040.

In this role you will tackle a wide variety of challenges. These include, the future service delivery model of Lower Airspace Services, the type of Air Traffic Service provided, improving airspace access arrangements for all users, flight-progress data sharing, and many more. Ultimately this role is at the heart of the UK’s future airspace aspirations. You will work with groundbreaking technology and strategic concepts, you will partner internationally to share best practice and will hopefully build a legacy that will go on to influence generations to come.

The Role’s responsibilities include:

  1. Engage across industry to ensure airspace modernisation plans are understood and that knowledge is presented in the annual report to the SoS (CAA Directions 2017)
  2. Lead the development of strategic airspace strategies/elements, identified as critical to the AMS, specifically:
    1. Develop a suitable airspace structure to meet the needs of the entire aviation community as determined in the AMS, consulting as necessary with the wider aviation and stakeholder communities.
    2. Determine the level of Air Traffic Services (ATS) required in UK airspace change especially regarding harmonisation of UK ATS with ICAO guidance.
    3. Develop the future service model for a new Lower Airspace Service, the type of ATS provided, that will improve airspace access for current and future airspace users.
  3. Coordinate the development of the AMS in order to direct subsequent airspace policy and rulemaking with respect to PBN, including airborne system requirements, flight operations procedures, navigation infrastructure, including GNSS, etc.
  4. Ensure the role that PBN plays in AMS is properly represented and exploited.

About You

  • Clear understanding of AMS and related aims and objectives, with a background as a Commercial/GA Pilot or an Air Traffic Control professional
  • Solid appreciation and understanding of the National Airspace Change Process and legislation with an appreciate of its ramification on airspace users including GA, military, commercial air transport and other stakeholders impacted by it.
  • An ability to rapidly establish personal credibility and rapour with partners from all backgrounds
  • Can utilise effective communication skills, both written and oral, enable engagement with contacts at all levels, internally and externally, with the aim if developing constructive relationships
  • Can demonstrate an innovative approach and open perspective in the development of novel solutions, supported by a detailed knowledge and understanding of ATM and aviation law principles
  • Knowledge of NATS and other air navigation service providers and their internal structures related to Airspace modernisation.

Technical Lead PBN Implementation

The Role

In line with ICAO direction and as part of the Global Air Navigation Plan, it is the CAA’s responsibility to ensure that any policy, regarding Performance Based Navigation, being developed meets both national and international airspace requirements. To this end, the CAA are seeking an experienced performance-based navigation specialist to tackle the role of Technical Lead for PBN Implementation.

A strong prior understanding of PBN and its component parts is key to success in this role. These include, airborne navigation system requirements, flight operating procedures, navigation infrastructure e.g., GNSS and its augmentations, aircraft certification and approvals.

The primary focus of the role is the drafting, development, evaluation, preparation and presentation of navigation policy. As well as this, you will be asked to provide experienced opinion and advice on PBN matters to the wider business, our industrial partners as well as Government Departments. This will mean that you will need to be positioned at the heart of this technical subject matter area and will effectively act as the UK’s subject matter authority on PBN issues. To achieve this, you will be required to attend, contribute toward, and work to influence the direction of national and international industrial groups, forums and events.

About You

  • Possess a wide-range of experience and knowledge of aviation matters relevant to aircraft navigation capability and airspace navigation requirements linked to operations conducted using both Performance-based Navigation (PBN) techniques and Precision Approach and Landing Systems.
  • Have a comprehensive understanding of modern aircraft avionics in the civil CNS/ATM industry and an appreciation of new technologies, operational and institutional initiatives, and their application.
  • Can demonstrate a detailed understanding of navigation equipment design standards, specifications and operating techniques for modern commercial aircraft.
  • Possess a detailed knowledge of technologies linked to navigation infrastructure e.g., GNSS and its augmentations.
  • An understanding of UK ATM and associated route spacing requirements and procedures.
  • Experience in developing requirements and guidance material supporting ICAO SARPS and Manuals and/or regulatory approvals.
  • Experience in both chairing and participating in meetings with particular regard to international meetings
